How do we know?

Well, there are two interesting pieces of vocabulary here.

First, we have kicking up a fuss.

Now, this informal idiom means to complain loudly about something, but we often use it when we think the complaint isn't necessary.

The biggest clues here are probably the phrases customers haggling over prices and only a handful of stalls left.
