The city officials headed to a yard in the suburbs of Chiba City.
Five years ago, Chiba City enacted an ordinance regarding the storage of recycled resources.

In addition to limiting the height of piled-up waste,
it is the first ordinance in the country to include a permit system and penalties.
Based on this ordinance, on-site inspections are conducted.
On this day, they headed out for the inspection with a team of six.

These surprise inspections are carried out 4 times a day, almost every day.
Since there are 98 yards in Chiba City,
they say they can't keep up unless they inspect almost every day.

violations were found at these locations, and they became subject to re-inspection.
Regarding this business operator, they have been given written guidance many times in the past, but well, again like this,

Since an ordinance was created, I think it has had a certain effect. But still, that...

They measure the noise every day and record it in a notebook.
This is until May 2025, so
I've been continuing this for about three years now. If they did surprise inspections like they just did, then, you know, things would become a bit more normal,
I think.
According to Chiba City,
although there were violations at about 30% of the yards previously,
since the enforcement of the ordinance, regarding the violations pointed out during surprise inspections,
it is said that most business operators have come to make improvements.
I believe that it is the so-called role of the administration
to make the regional living environment and life environment appropriate, so
if we don't keep an eye on things, gradually
a 'just a little bit is fine'
attitude might emerge,
so by repeatedly conducting inspections and showing that we are watching, we send a message
いく
that we will continue to do so.
