With 500 grams of freshly fried chicken karaage,
and a generous 300 grams of rice, this bento shop is popular
for its hearty portions and is loved by the locals.
The amount of karaage is large, it's freshly fried, and it's delicious.
It's truly delicious. Yes.
Honestly, I think this curry is the best in Kawaguchi. If possible, I'd like this curry to stay even after the renewal.
Asuka Ito, who runs this shop,
is taking over from her father, who protected the shop for over 30 years since its founding,
and will become the second-generation owner starting next year.
Entrusted with the shop's direction, she is currently struggling with a problem.
That is whether or not to lower the tax-included price of the bento.
Today, the government planned a tax reform outline that includes lowering the consumption tax on food products
to 1% for a limited two-year period starting next April.
This applies to food at supermarkets and takeout bentos.
The shop's popular giant karaage bento is 1,100 yen including tax. With the tax cut,
it should be about 70 yen cheaper, but
the price of chicken has skyrocketed, doubling in cost.
Even so, we can't just suddenly raise prices, right? We don't really want to raise prices, so we endure until the very last minute,
enduring and then raising prices. Due to the successive rise in raw material prices such as chicken and rice,
in April, the giant karaage bento was raised from 990 yen to
It was just raised.
The honest truth is that even if the consumption tax is reduced, if we don't use the difference to cover the current rising costs, the shop won't survive.
Everyone says, 'It's going down, I'm happy,' and
I want to respond to that happy feeling, but when I think about protecting the shop and my family as the second-generation owner,
I am truly
struggling.
Well, since the scale is small, there are things we can and cannot do,
and in that situation,
I don't really know how customers will choose, but well,
there are many things.
I'm grateful.
I would like it to go down. But since the shop is struggling,
I also think it's fine as it is.
I want the shop to continue,
and well, for the price, the volume is quite good, so well,
I think I'll end up buying it anyway.
This consumption tax cut is touted as the centerpiece of measures against high prices.
However, whether or not to lower the tax-included price by the amount of the tax cut is left to the businesses.
I feel a bit pushed around. Like,
well, the people in charge decided it, and we have to follow it. I sometimes wonder if it's really for our sake.
Customers have expectations, but in the end, we are the ones who have to answer to them, right? Like,
まあ
well,
I feel a bit frustrated about that.
If the consumption tax goes down, won't the price also become cheaper? That's how it's being handled.
For example,
for small-scale shops like this that are not registered for the invoice system and have annual sales of under 10 million yen, they don't have to pay consumption tax now. If this becomes a tax cut,
it means their income will decrease by 7%.
Yes. It's a system where they don't pay that tax, and it's not that the shop is bad, but in the end, including that tax,
it becomes sales.
If you have to lower prices, then in a sense, you are losing money.
That's right. The part of the profit that is currently supporting the business will disappear. Yes. And the burden will increase. Yes, and furthermore, various things will likely become more expensive due to the weak yen and rising prices.
By next year, it will probably have gone up even more.
So, the first question is whether the government truly understands this structure, where they are told that they shouldn't have to lower prices, but that it's not a special characteristic.
That is the problem. The reality on the ground is not like that. And then there is the issue of funding. This
The deficit box, which is the country's debt, is also being affected by high costs.
They are only saying that they will secure funds by cutting subsidies, but no concrete funding sources have been shown. So, how will they actually cut them? At this point, the reduction targets shown by each ministry are
only three items.
And this is a major source of over 5 trillion yen annually.
They are saying they can only use 100,000 yen this year.
Mr. Katayama said on a program today that he will be cutting things down drastically from here on out.
Mr. Katayama is originally from the Ministry of Finance, so he should know the country's
situation and everything else very well. The thing is, budgets are always carried over from year to year.
So, saying that something will be zero from now on is not realistic. If they were to do that, new
For example, if you say you'll cut 1 billion yen, there is already a rule that if you cut 1 billion yen from that, it's a big deal. That means if you cut drastically,
you would have to make the national budget zero-based and only fund what is truly necessary, but this would require fiscal reform, which would take about three years. Yes, and
that said, the country
is significantly increasing the national investment from the 2019 levels, so considering the investment of this much money, it has been used over many years.
Of course, I think there is waste in the budget, but to put it bluntly,
there is no risk of not knowing what the outcome will be. You won't know until you try. Yes. So, this should be done.
けど
However,
they are pressing both the accelerator and the brake.
I would like everyone to think about where this car is heading.
Will they be able to show
the funding sources concretely and soon?
