Regarding the erroneous Emergency Earthquake Warning issued this time,
we deeply apologize for causing great inconvenience and burden to the public. We are very sorry.
Now, the person in charge will explain what has become clear since then.
I will sit down.
Yes. I will now give the explanation.
This is the second report on the Emergency Earthquake Warning issued at 12:40 on October 16, Reiwa 8.
Today, October 16, Reiwa 8, at 12:40,
for the region from Hokkaido to the Chubu region,
we issued an Emergency Earthquake Warning.
The issuance of this Emergency Earthquake Warning
we determined the hypocenter to be at Shimane Island in the Earthquake Early Warning processing,
and overestimated the magnitude as
This was due to overestimating it.
We will inform you of what has been found so far regarding the cause of the overestimation.
In this Earthquake Early Warning,
for the following reasons,
we issued the Earthquake Early Warning over a wide area.
First,
for an earthquake whose hypocenter is very far from Japan,
we applied the formula for calculating magnitude for domestic use.
We applied it.
Second,
the hypocenter used for magnitude calculation and for seismic intensity prediction should originally be the same,
but in this earthquake they were different.
We will continue to investigate the details regarding these matters.
Please look at the second slide.
This illustrates what I have just explained
in a diagram.
Well, the earthquake that actually occurred, near the Kamchatka Peninsula at around 12:38,
was a magnitude 6.9 earthquake. It occurred at a depth of 160 km.
This earthquake caused seismic intensity 1 in Hokkaido,
an earthquake observed at only one point in Hakodate City. Well, this
this red star is
the correct hypocenter.
で
And,
in what I explained a moment ago,
first, the hypocenter used to calculate the magnitude
is this blue star.
You can see that this is also quite
far from Japan.
far from Japan.
この
For this
blue star, actually in Japan,
tremors too small to feel as seismic intensity were actually observed, and based on that the Earthquake Early Warning was issued, but the farther the distance,
the larger the magnitude becomes,
for this very distant hypocenter,
the formula for calculating that magnitude
for this distant
もの
one,
was applied.
exceeding the range,
of the magnitude
as a result of applying the formula, we ended up estimating a very large earthquake magnitude of 9.9
And, regarding the second factor, normally for an Earthquake Early Warning, with this
the estimated hypocenter is used to calculate the magnitude and then predict the seismic intensity,
this time, when determining the magnitude, this hypocenter was used,
but when predicting the seismic intensity, from this hypocenter closer to Japan, like the yellow star,
from that hypocenter,
assuming the magnitude 9.9 occurred here, the intensity was predicted, resulting in warnings being issued over a very wide area
This led to a situation where warnings were issued over a very wide area
What we know so far is as I have described. We will continue with the investigation.
That concludes my explanation.
